xen/arm: tee: place OP-TEE Kconfig option right after TEE

It is nicer, when options for particular TEE mediators (currently,
OP-TEE only) are following generic "Enable TEE mediators support"
option in the menuconfig:

 [*] Enable TEE mediators support
 [ ]   Enable OP-TEE mediator
